I haven't tried FreeWWWeb with Arachne yet, but I have done it with
Nettamer.  I have found that SMTP only very seldom works when I connect
with the access number in Winchester, VA.  When I connect with the access
number in Charlottesville, VA, SMTP with FreeWWWeb always works fine.

To me this indicates that some of their servers are overloaded while
others are not.
