Sometimes you can get Arachne out of these cyclic and futile page-loading
attempts by pressing ALT + E to exit to DOS.  Then you wait for a couple
of seconds for the memory lock to clear, and then you type "exit" to
return to the page that was trying to load.  Presto, the whole page
completes its download and is displayed with no problem!

I haven't tried this technique on the particlar page mentioned in the
original post.  I am just saying that this trick is often a good method
to resort to, because it quite frequently works.
