I think that's the point. Maybe you have the 'ComPortGap'-problem.
Your (shorted) arachne.cfg:

IRQ7 is normaly reserved for the lpt-port.
The IRQ for COM3 is 4. (Try to jumper your modem this way)
Have you COM1 AND COM2 in use? (Check with M$ msd.exe).
Try COM1/IRQ4/0x3F8 or COM2/IRQ3/0x2F8 for the modem.
