L3enc.exe is V.099a (Beta) and WinPlay3 is v2.3 beta 5 (also tried v1.3).
In WinPlay3's Helpfile is the following statement:
"Incompatible MPEG Layer-3 files
Some first-generation MPEG Layer-3 encoders produce MPEG Layer-3 files
which are not compliant with the ISO/MPEG standard. A message box will
pop-up to indicate such files."
Note that L3enc.exe is from _way_ back in 1994.
WAVs are more universal than MP3s, but I'd like to archive WAVs in a compressed
format, using Win3.1x or DOS software.
