Sure! It'll be 90% of whatever screen-widths your visitors have.
BUT, BUT -- apologies for throwing tables at you ;-) Instead you
could make this alteration:

This is simpler, though you'll lose the margins that a centered
less-than-100% width table provides. (I've centered the rainrule.)
BTW, if you use a local link e.g. src="images/rainrule.gif"
then folks re-reading offline with Windows browsers won't have
their dialer leap into action.
