I've had experience with <PRE> in Arachne, making up a web page of my
own.  I had problems with <PRE></PRE> so ended up not using it, but not
the problem you detailed.

Couple of questions:  Are you certain that </PRE> tab was properly
placed in the document?  Prior to the <PRE></PRE> segment was table or
<TD> ended and no new table or <TD> started after <PRE>?

If you can provide a URL where this problem occurs consistently, it
could help.
