There's no guarantee to get faster connections with a
56k modem. How fast you can go, is heavily depends on
the *quality* of your telephone line -- *not* your ISP.

Do you hear audible static noise when you use your phone
for normal calls? If this is the case, then you'll never
get optimal speed from your modem until this problem gets
rectified.
* Have your phone cabling checked for possible insulation
damages (i.e. rat bites), loose connections, etc. In
some cases, renewing them completely could fix the
problem.
* Ask your telco for better -- straight copper -- line.
While pair-gained lines still good enough for normal
human conversations, it will severely reduce data
transmission speed.
* Alternatively (if the above solutions is not possible),
try throttle-down your modem speed. Yes, this might
sounds contradictive, but really, it'll help ;-)
