Could it be that my web-based email at Telebot and Subdimension
would have otherwise worked with my SMTP server being down if I
had used a browser instead of a POP3 or IMAP client in my attemts
to send mail?

When I attempted to send mail from Telebot I used a POP3 client,
Barebones DOS email system.  When I attempted to send mail from 
Subdimension I used an IMAP client, PC-PINE, version 3.96 for DOS.
When I successfully sent mail from Valise, I used a browser, Arachne.

If I had used a browser in my attempts to send mail out of Telebot 
and Subdimension, do you suppose this would have worked, even though 
the SMTP server at my own ISP was not functioning at the time?
