This is a URL in the VA banner, and you can't change it.

You can't change the behaviour. FWIW it says it is better to use 
semicolon (;) as a separator rather than ampersand (&) but some 
scripts won't like that.

PS, are you going to link the text on the right-hand side of the 
screen?
