 Nope.
I already know what the result will be.
(but, I'll do it anyways)

 Yep, I was right.
PPPDRC.CFG still did not get updated.
Also, PPP.LOG was not created. Therefore Arachne could not find my IP
and ERR_PPP.AH popped-up and started counting-down to a redial.

 So, the redirection *is* working.
But, I have since found that epppdd.exe will not write the needed info
into pppdrc.cfg even if loaded "low".

Here's the pppdrc.cfg file I'm currently using.

--a---         133   7-23-00   5:24p  l:pppdrc.cfg
total files 1   total bytes 133   disk free space 62,088,192

 Now I'll dial and connect with
Connection @epppd.exe>>ppp.log

--a---         133   7-23-00   5:24p  l:pppdrc.cfg
total files 1   total bytes 133   disk free space 62,069,760

Now, I'll hang-up and then reconnect with
Connection @epppd.exe>>ppp.log

--a---         133   8-07-00   8:23p  l:pppdrc.cfg
total files 1   total bytes 133   disk free space 62,141,440

 So, we have a "bug" of sorts in epppdd.exe
