It is the browser.
(with more testing, it now seems that not even the BCC recipient should
see the BCC: line)

If this works the way I *think* it should.....
1) Only one copy of this message will be sent.
(the To: line will be sent. Since CC: and BCC: are duplications
of To:, they will not be sent).
2) The header of the received eMail will contain the To: line
and the CC: line. (will not contain the BCC: line)
This test will be sent from NS and received with Arachne.

The To was sent.
The CC was not sent.
The BCC was not sent.
The message I received shows only the To and the CC lines. (no BCC line
to be found in the header.
