You can't change CD no, but other than that there's no problem.

Sure, but the diffrence in price is so high that you wouldn't need to add
that much money to upgrade your own system to be able to play DVDs in Win9x
(buying a graphics card that can output to a TV and you'll be able to see
the movies on the TV as well).
