Well, I don't think you will get very good results when converting
PDF files to TXT ;-) 

But I've got some idea for skilled people out there:

1) there is PDF viewer for Linux available, which must be open source,
naturally. 
2) you can probably port most of Linux stuff to DOS using DJGPP
3) ghostscript has option to export to BMP - I think pdf viewer is either
ghostscript based or using ghostscript as second stage postscript viewer,
or something. Therefore I believe there are tools for converting pages
from PDF files to BMP
4) some DGI script for Arachne can therefore output HTML file with links
to separate PDF pages, which would be stored in temporary directory as BMP
files.

Now, I definitely don't have time to develop something like this myself,
and I am usually viewing PDF files in Linux, if I have to (and I don't
have to do so very often, because I prefere HTML versions of documents, if
they are available, and open standards are often available as PostScript
rather then PDF...
