All you need is a Windows 98 DOS system disk with "format" included.
Can get you a mirror file, if you want.

Arachne will work on FAT32 fine, as long as its running from a DOS
that supports it. The only DOS versions that I am aware of that
nativly support FAT32 are MS-DOS 7.1 that arrive with Windows 98
(though "invisible") and the DOS that arrived with Windows ME (though
you wouldnt find it anywhere in the official manual. Trust me, its
there.)
You can run afew "Add-on" software that function as TSRs or config.sys
drivers that should be able to add FAT32 support to other DOS versions
and distributions. (Got one of those, that also add LFN support without
windows 9x/me in the background, but its quite unstable. Still a beta.)
