That covers most ISPs that offer a limited hour account, at least in 
Australia. As for Arachne compatability: I have yet to find a "real"
ISP which is not!
I could list about 10 servers.
I had a recent failure with AOL but I fear this was just not getting
the login scripts correct - I got as far as password accepted.

I seem to be always telling people not to waste their time with
"free" ISPs. One gets what one pays for!
Even my hot shot brother in law who works for NASA in florida 
had to send out "change of address" emails..
Meanwhile the hippie server in Nimbin just lost a 3 month continuous
 modem connection when there was a half day blackout.

Probably not in this class was the Sheridan hotel sever in Beijing-
but it worked! it even allowed telnet.
