Are you sure you entered the right dial-up number ?
You have Useterminal No, so you shouldn't be seeing that text screen.
Everything looks reasonable in the dialer section of your .cfg *EXCEPT*
you have no IRQ # for your com port. That might well stop EPPPD from
loading. Also, if you WERE actually accessing the BBS you wouldn't get
an IP address.

No, your ISP provides it to you over the PPP connection.
As to what it is, I'll take a guess at "Internet Provider" address
and it can change. A fixed IP address is uncommon these days.
