Harry, EPPPD.exe, which is the TCP/IP stack that handles the PPP connection
understands PAP and CHAP and possibly even MSCHAP in the later version.
The problem is likely that it isn't even getting a chance to talk to your
ISP - for whatever reason. If you are in a not too distant location I will
test your ISP over long distance for you.
