PAP and CHAP are user authentication protocols which are
embedded within PPP. They came into widespread use largely
because they're "automatic" and also because they send your
password in an encrypted form.
Try this:
1) Fire up Arachne
2) Hit "o"
3) click <<TCP/IP Setup
4) click Internal PPP Support
5) Make sure PAP username and password are entered
6) Make sure the box labeled "Try following dialog" is NOT ticked
7) click Ok, save
8) hit alt-d and see if she works
