I can't imagine any reason for having it in config.sys
(expect double_buffer which you apparently not use, and which is only
necessary, if you have an ISA SCSI adapter)

it's absolute overkill ... it takes too much memory away from other
programs .... use 1024-2048

It's a parameter of emm386 which tells it to be more aggressive when
searching for upper memory.
If your computer does not crash, than use it !

if you have less memory than before, you could allways rerun memmaker !
