I believe that these discussions are about the differences between
16-bit and 32-bit Wattcp applications. In practice, I have found
that except for two minor additions (domain_list= and debug.file=),
I can use the same basic wattcp.cfg file with all my Wattcp apps,
including the 32-bit ones (Lynx386, wget). I do not specify things
such as mss or mtu, but just comment them out and use the default
values.

On the other hand, I don't think that using different wattcp.cfg
files for different applications should be an unsolvable problem.
There's more than one way to skin (or herd) a cat.
