Depends on whatever international agreements and treaties are in force.
Any country may impose certain kinds of sanctions and other annoyances
and inconveniences against another. Rather than to resort to this the
diplomats try to arrange international accords instead. For example,
most countries have systems in place which provide for the respecting
of patent rights and copyrights and licensing rights held by
individuals and corporations of other nations. Strange as it may seem,
most nations have continued to respect the patent rights and licensing
rights of DWM (Mauser) even at times when they were at war with Germany!
They went way out of their way to introduce certain minor modifications
to the basic German design for the sole purpose of avoiding infringement
on German patents. It is not my intention to get off on such an
off-topic discussion as this history. I mention this only to point out
that If the nations of the world can make agreements on patenting and
licensing, then it would certainly seem possible that they could also
come to agreements about the problem of spamming.
