  I recall reading of at least one ISP that only 
"invokes" the inactivity hangup if the modem pool is 
being used to capacity.  They always wanted to keep at
least one modem free so customers would never get a 
busy signal... the feeling being that a busy signal is 
more frustrating than a hangup.
