The newest version of Windows Commander might be able to open cab files.  I know that 
the 32 bit version does and I would think that the 16 bit would too, but I don't know 
for sure.

I'm downloading it now to see.  OK, I see CAB support is only in the 32 bit version.  
I guess that really doesn't help unless you or somebody else has Windows Commander (32 
bit version) and will unpack it for you.
