For Windows 3.1 I have:
Paintshop Pro - shareware
Lview Pro (needs Win32s to run in Win 3.1) - commercial
Graphic Workshop for Win 3.1 - shareware
Compushow for Windows 3.1 - shareware
and several other share- and free-ware graphics progs that will accept
"pasteing" an image from the Windows clipboard.
Once "pasted", one can edit, re-size, crop, etc.., then "save as" any
graphic form available to the program you use.
