I think Bush (ie USA) may be doing the correct thing.  It appears to me
he is postulating to make what ever overt actions that are necessary,
but- it may just be saber rattling to put a coalition of police
operations together.  Idealy I would like to see these tactics get
absorbed by the UN.  Make terrorism a crime against humanity.  Prosecute
it in the world court.  Create an integrety that will not allow support
for terrorism.  Could be, one day soon, we could see a docket with IRA,
Yugoslave lakeys, islamic fundimentalists and abortionist bombers, tried
on the same day!

When convicted, they should be labled sub-human and fed with the dogs.

Our last terrorist was a US citizen.  We took care of him.  Other
countries should do the same.  On the other hand, if they ignore, hide, 
support or defend them for some higher reason, then the UN should be the
place to sanction that action.  That vehicle is not in place yet, I hope
that wil be the result of the WTC tragedy.
