usually yes
Think of how easy it is to submit tens of thousands of votes with a script.
(or more cleverly let the script look at the vote, and submit 'your'
oppinion so that it gets 80% of the votes ... looks better than 99% ;)

There is a *VERY* easy way to find out !
Submit you oppinion twice, and see what happens !!
