I don't believe in a)
and c) is IMHO minimal

Some programs are missing, but important ones are included.
move, smartdrv, mscdex, deltree, mem ...........

No ... cmd.exe is NT (which has no DOS, so it emulates it)
win98 contains normal dos 7.10
WinME also ... but M$ tried to hide it.
