If you are running a PC having no expanded memory or EMS memory you cannot load DOS high, and you can't load anything else into a high memory area either because there just simply isn't a high memory area. For those types of machines I find DOS versions 3.30 and below the most suitable because they have smaller footprints than later DOS versions, hence saving you considerably more of your precious conventional memory.
