I would say that it is time to outlaw the use of OE on the internet.
After all, they outlaw motor vehicles that fail to meet our safety
standards on our public hiways, don't we?  I am not allowed to
drive an unsafe vehicle on a public hiway, even though I am a highly
experienced driver and I know all the right work-arounds for dealing
with a vehicle's safety problems.  So far I have never met a Virginia
State Trooper whom I could impress with my awesome abilities to drive
an unsafe vehicle very carefully.  They always give me a violation
notice and they order me to take my car off the road every time, even
though I am a very safe driver and I know what I am doing.

The problem with your proposed solution is that the user doesn't
know that the message was unsolicited, nor does he know the real
identity of the sender.  The KLEZ.H virus forges the "sender's"
email address, and sometimes it even forges the "Return path:"
email address.  I have received many KLEZ.H viruses reputedly sent
by friends and by fellow members of this mailing list.  Maybe some
of you have received KLEZ.H reputedly sent by me.  I once received
a KLEZ.H reputedly sent by "[EMAIL PROTECTED]".

Friends do not let friends drive Outlook.

KLEZ.H has done a lot of damage to a lot of computer systems and it
has done a lot of damage to the reputations of upright and innocent
people too.  I often read some horror stories about innocent people
getting accused of sending KLEZ.H.  Of course we know the real culprit
is Micr$oft for allowing this kind of thing to happen.  I don't know
why Micro$oft isn't being sued for billions in a class action suit over
this matter.  Furthermore, I can think of no reason why such a lawsuit
would not be successful, but I am not a lawyer.  However, we all know
that some lawyers have won big bucks for themselves in lawsuits that
seemingly have much less merit.
