Yes, there are local dialup numbers nearly everywhere in the US and Canada.
It appears that all the local dialup numbers are for PPP access only.
I have always had very favorable experience with newsgroup access by using
PINE on my shell accounts at "sdf.lonestar.org" and at "neandertech.com"
I have never tried using my shell accounts for dealing with mailing lists.
For doing mailing lists I always use the email address provided by my ISP.
Email access for doing ordinary private correspondence works just fine with
both of my shell accounts.

BTW, FTP has not yet been installed for my shell account at
"neandertech.com".  Tech support says that ftp will be installed very soon.
I'll let you guys know when they have FTP working there.  FTP works fine
for my shell account at "sdf.lonestar.org".  In order to have FTP
privileges there one must become an ARPA member.  Lifetime membership is
$36.  I forgot what ARPA stands for.  All I know about the organization is
that being a member lets one have more privileges at "sdf.lonestar.org".
