that is what defragmentation is all about.
so all do it. (and dos/windows defrag do it sure !)

dos/windows defrag are able to defragment files, and place them at the
beginning of the filesystem, so that:
a) files are not fragmented
b) free space at the end of a partition is maximized, and not fragmented
