Actually Windows itself has keyboard equivalents for many functions but most people aren't aware of them. I don't know about the Windows browsers because I don't use them. And I don't know about more recent Windows versions, but I do know that prior to 95 Windows itself had keyboard equivalents and mouseless navigation.
