In my experience it isn't possible. I (sometimes) use Netscape and Opera
under Win311, and Trumpet Winsock is called up to make the connection.
But it looks to me as though it makes the connection in a different way
from Arachne.

I can go from Netscape to Opera and also to FoxMail and CuteFTP, all
working under Win311/Tr-Winsock, but if I close these apps without
disconnecting and open Arachne, it can't see the connection and insists
on hanging up the line and redialling.

The same thing happens going from Arachne to Win311 and Opera/Netscape
etc.
