That's the current draft plan anyway (and it may be lots of discussion
since we start with an ABI which may be "Uncommited" for the first six
months).

Erm... I disagree.... even in a cut-down form the cases may give at
least a "frame" of what is needed, which project state is required by
the implemenmtors and may allow to give an esimation how long it may
take to create such an ARC case...
