No, you can submit pklgbuilds, and you can even submit pkgbuilds of
upgraded versions of a package, in which case, if accepted you will be
listed as the Contributor. You cannot issue upgraded versions by
yourself, neither can you edit the cvs tree, is what I meant to say.
