NoUpgrade is not needed since pacman 2.9.8. But packages should have
all their config files added to backup array (if not - file a
bugreport).
We could just remove NoUpgrade lines from default pacman.conf in
pacman3, but there is one little bug than occurs only once for each
that was in removed from NoUpgrade list, this will be workarounded in
next pacman releases.
