They are waiting for the Market Demand to pick up which many companies are
doing with ipv6, which is why the ipv4 market is heating up in direct relation
to ipv4 depletion. Of course I'm stating the obvious.

Regardless of the C in CLEC, if they are not supporting IPv6, and can not
articulate to you a plan to do so, it does not sound like they wish to remain
Competitive for much longer (at least for IP transport).
