Some observations only.

1) I'm generally not in favour of text that overrides all policy. I believe it 
is better to contain the policy that you are looking for. I have found that 
there can very easily be unintended repercussions. 

ie. Would the current text in the policy allow an organization to get space 
from a reserved free pool block and then transfer it?

2) I have been looking at this from a slightly different angle. Instead of the 
word "Need" maybe "Criteria" is better suited to the discussion. The term 
"Need" is a small piece of the policy puzzle, the "Criteria" is what defines it.
