ARIN's current inter-RIR transfer policy is IPv4 only, the intent of this proposal is to add ASNs. The current policy for within the ARIN region allows both ipv4 and ASNs.
IPv6 transfers are currently not allowed, except in the case of M&A transfers. We could consider IPv6 transfers, but as Job says "that is a different topic and worthy of its own thread."
