If that new internet exchange point is now independent of your org, and is in the ARIN region, it should be obtaining its resources under 6.10.1. These allocations are specifically for things like internet exchange points. If they desired independence from the beginning and the ability to avoid renumbering in the future, they should of obtained their resources directly from ARIN.

Now that they want their independence after using your non exchange point block since their formation, it does look like they need to renumber into a proper exchange point block, at ARIN or the RIR where they are located if they are not in the ARIN region.

I have looked around a bit and found that currently only RIPE has a current policy that might permit transfers of IPv6 resources to another RIR. If there are others, please identify the RIR and the policy, as this would be useful in this discussion.

You seem to blow up the scope of the proposal to impossible width. It
isn???t about money or policies; the IPv6 transfer policy proposal originates
from  operational concerns related to the global availability of ARIN???s
RPKI services.
