It sounds to me like another attempt to get around recipients needing an operational requirement to obtain resources. In other words, yet another attempt to privatize public resources and charge people for access without providing any sort of services to justify those charges.

If the proposers of this policy change have such a service in mind that they feel or have been told by ARIN is not a permitted justification under current policy, they should explicitly spell it out in the reasons for the policy proposal so it can be debated and the community can decide if it is a worthwhile service and what changes to the rules would be needed to permit it without allowing anyone to claim the entire Internet as their private property.
