Hi Peter, As of today RSD will allow ASN only transfers and applies all the restrictions listed for IPv4 to ASNs as well in an ASN only transfer. Further clarifications to this section is in the works.

I noticed the mention of the Officer Acknowledgement Letter for the source organization in NRPM 8.3, however a majority of NRPM 8.3 appears to only refer to IPv4 number resources from what I can see both on the page you linked to and within the NRPM itself. Are there any specific restrictions that pertain to NRPM 8.3 transfers that involve only ASNs, or is it safe to assume that by IPv4 number resources it means any number resources distributed by ARIN (including IPv4, IPv6 and ASN)? One thing to note on this is that it references a minimum block of /24 for transfers and that the source organization will not be eligible to apply for waitlist space for a period of 36 months, however I don't necessarily see how that would apply to only ASNs being transferred under 8.3. This is only asked for in conjunction with a specified transfer recipient. On the other hand, Officer Acknowledgement, which is not contained in the NRPM, is an operational requirement for Source Organizations (Current Registrant) found at: https://www.arin.net/resources/registry/transfers/ This requirement states that “The source organization must provide a signed and notarized Officer Acknowledgement Letter<https://www.arin.net/about/corporate/agreements/office_acknowledgement.pdf>. The purposes of this requirement are: -to state that there are no known disputes from another party to claim rights to these Internet number resources -to ensure that a duly authorized officer has the authority to legally bind the source registrant -to document the authorization to transfer said resources -to provide indemnification to ARIN -to verify that the data in the transfer request ticket is accurate -to agree to all terms and release the rights to the Internet number resources contained in the specified transfer ticket. As you can see there is really no comparison to the two separate and distinct documents that serve two very different purposes.
