This is a step in the wrong direction… If you’re going to unify the 
terminology, ISP->LIR would be the better choice.

6.5.1.b was initially placed in section 6 because it only applies to IPv6 
addresses and there was significant backlash at the time against putting 
anything IPv6 specific in section 2.
I have no problem with it remaining where it is, but I also have no problem 
with moving it.
