The usual 4.3.3/4.3.6 utilization requirement(s) seem reasonable to me here. I'll reiterate my opinion that rather than re-answering all the same questions for CII, we should have 4.4 be an "add-on" justification that grants access to the 4.4 pool (rather than the waitlist) but that the request must also otherwise be justifiable under the usual 4.2 or 4.3 process.
