This is a bit misleading. Linux have full support for bcm2712 (RPi5)
PCIe root complex.

What is missing is bcm2712 PCIe support in U-Boot.

This prevent device from booting from USB and PCIe attached disks.

There is on going work for bcm2712 PCIe root complex support
in U-Boot.
