Question: when one enlists today, is it clear in the contract that the enlistee may be subject to stop-loss? Was stop-loss in the contract in the past, when those now subject to that policy enlisted? If the stop-loss policy was not in effect, and if the contract did not provide for this policy, then yes, it acts as a draft.
