There are 2 sets of users: customers and free-riding non-customers. It seems the intent is for customers to get tokens and non-customers to pay, so that if someone just walks in off the street, he could not get a free token, but would pay. Some restaurants say that the restrooms are for customers only, and it would be an interesting experiment to find out the minimum payment they would accept to have a non-customer use it. The price would probably be high if the owner instructed "customers only" but is out of the premises, so it would be a matter of how high the bribe would be in order for the supervisor to overturn the instructions.
