I didn't make any changes but I am no longer having the problem.  We did stop 
and start ARS.

Can you please provide information from the arerror.log file.
Please try to remove or comment (#) the line that loads the plugin for Asset 
Managment (arfcbdata.dll) or remove all of them and try one by one. Restart the 
ARS after your modification.
seems like the plugin is reading the def files on the path , and having some 
problem with the def files. I have encountered something similar lately and 
discovered the plugins were the problem, though i have no clue why it is 
actually trying to read any defs from there !

        1.) Do you have different version or patches of ARS loaded on
your servers.
        2.) Is the version of the remedy users tool the same as the ARS
version
        3.) Is Save Windows Workspace option under tools/options/General
tab
Checked.
(if this option is turned on then it will attempt to open the last
screens even if you are not connected to the server where they reside if
the screen definition saved in the workspace does not match the form on
the server then you could receive a Def format error. Or just a blank
screen.)

Workflow and forms are changing as this is a dev server and we plan on
moving the changes to prod this coming week.  I have reviewed the most
recent changes and I didn't see anything unusual. 
We have a custom home page and sometimes it opens and sometimes I get
the ARERR 1651.  It's been a month since the home page and it's related
workflow has been updated.  This problem started about 4 days ago.
