Something to try: Copy the "C:\Program Files\AR System Applications\<your server name>\BMC Remedy Incident Management" folder to another drive. If you do not have access to another drive then copy to a folder outside of "C:\Program Files". Then delete the "C:\Program Files\AR System Applications\<your server name>\BMC Remedy Incident Management" folder.
You want to keep a copy of the folder in case deleting it causes any problems. Run the install again. If it works then delete the backup copy of the folder you created above.
