Actually, the request id is reserved and the records is created within the
databas, in between filter phase 1 and 2.
The syntax of changing filter phases is `! (backquote exclamation mark),
and it changes the filters so that they run in phase 1 instead of the
other way around.
There is a Run Process command called Application-Release-Pending that
will commit any queued up transactions to the database. This to my
understanding, however, does not affect the current submit transaction...
Here are some formatted logfiles that will show you how it works.
In these examples I have a Set-Fields filter with a run if clause of
('Request ID' LIKE "000%") that never fires.
Example 1 is a normal scenario with the mentioned Set-Fields without any

Example 2 the Push-Fields filter is forced into Phase 1. The only affect
is that the Request ID pushed to the child form is set to NULL:

I would not recommend doing a push-fields on submit modifying the actual
ticket that is being created. The TR-values and the filters triggered in
the modify-operation have not behaved concistently between different
versions. Please note that this "design pattern" has never been utilized
by myself...
